What is the Logan Act? Why have it if Bilderberg attendees don"t follow it?

The Logan Act is a United States federal law that forbids unauthorized citizens from negotiating with foreign governments. The fact that Bilderberg participants think it doesn't apply to them only shows how little the Bilderberg group respects American law and government.
